Sandy City grew rapidly during the late 70's and throughout the 80's. Areas have been annexed into the city and additional land has been developed. Many areas have aged and need attention if Sandy is to remain a desirable area for residents and businesses. Rundown neighborhoods attract crime. Enforcement of the Neighborhood Preservation Codes can prevent crime. The current staff doesn't have the capacity to educate residents and enforce the rules. Adding enforcement of the bulk waste guidelines to their workload will exacerbate the issue. I am comfortable reporting concerns in my immediate neighborhood. I see violations as I drive through the city on my daily business. Some have existed for several years. I don't have the time and I don't think it is safe for me to get the details needed for a report. If someone sees a stranger driving through their neighborhood to get an address or to take a photo for a City Serve report, they may think they are casing the neighborhood. Sandy City needs enough uniformed Code Enforcement Officers in marked vehicles to be able to actively scan neighborhoods for violations, report them, educate the owners, and if necessary, fine them. Sadly, some residents need monetary consequences to help them prioritize property maintenance. REDISTRICTING I would like to see the city divided into seven districts. The smaller districts would enable council members to really get to know their constituents and their needs. Residents could communicate their opinions and concerns to one council member instead of their district's and the at-large members. More residents would be able to afford to run for office and manage a campaign in a smaller district. It would also cut down on the campaign signs displayed throughout the city and the amount of mailed literature.
