I support the change but do not believe the interpretation of the ensuing date is clear. The code has changed since I ran in 2015 so there are not 2 disclosure before each election. I request that additional specifics be added to be sure the Recorder's office has no subjective opportunity to error by using the actual election date.
Also, a Ranked Choice Vote would eliminate the primary. I suggest additional language be included to specify that if there is no primary, the first report is to be filed within the last 7 days in September. That would apply to all candidates, with or without opposition in the election.
